In January 2015 Birmingham Children's Services are reported to have supported the making of an Order allowing Kandyce Downer to be appointed as the legal guardian for Keegan.
Today the BBC reports that in under 3 hours a jury has found Kandyce Downer guilty of murder of Keegan who was 18 months old.
The full details are not known about how Kandyce became the legal guardian or exactly what type of Order was made. However, questions are likely to be asked over the assessment that was undertaken of Kandyce and what lead to such tragic circumstances for Keegan.
Kandyce Downer, 34, was found guilty at Birmingham Crown Court of killing 18-month-old Keegan Downer, for whom she was legal guardian. Keegan, who died last September, had suffered brain and spinal injuries and had 153 scars and bruises to her face and body. Downer had been appointed the child's guardian in January 2015. Keegan died on 5 September and forensic testing at the house where she died revealed traces of her blood on the cot and bedroom wall, the court heard. Born in March 2014 to a heroin-addict mother, Keegan was otherwise healthy was put with a foster carer by social services, the jury was told.
